Northern Virginia — Former Virginia Delegate David Ramadan is teaming up with former Prince William County School Board Chairman Milton Johns and entrepreneur Michelle Burnett-Johns to launch XLP Consulting in 2021, a new multi-faceted consultancy at the intersection of advocacy and operations.
Ramadan, who will be Managing Partner and CEO of the new firm, served in the Virginia House of Delegates representing Loudoun County from 2012-2016. He was a founder and co-Chair of the Business Development Caucus and was the original author of a Constitutional amendment to give tax relief for families of killed-in-action members of the military. Ramadan is a professor at the Schar School of Government at George Mason University. He was previously of counsel to PLUS Communications – an award-winning advertising, digital and communications firm –and he continues to strategically partner with them on projects in the Commonwealth.
Johns is the Managing Member of Executive Law Partners PLLC, and has spent over 34 years in government and defense contracting. Johns was elected to the Prince William County School Board as a District representative in 2003 and then was elected Chairman at Large in 2007, overseeing rapid increases in enrollment and academic offerings in Virginia’s second largest school district. Johns was named School Board Member of the Year by the Virginia School Boards Association in 2015. He also served a four-year term as a member of the Board of Visitors for Radford University, and was elected Vice Rector for one year.
Burnett-Johns is the COO of the new firm and Director of Operations for Executive Law Partners. Burnett-Johns brings over 30 years’ experience in management and administration to XLP Consulting. Her expertise includes human resources, finance and accounting, marketing, and systems implementation.
XLP Consulting will leverage its principals’ leadership in public service, law, and business management to offer high level professional services in advocacy, business development, coalition building, government contracting, legal services, legislative expertise and public affairs and strategic communications.

XLP Consulting will assist clients with direct lobbying, digital and social media and earned media strategies. The firm will also assist organizations with strategies and actions to help grow their businesses and build coalitions with similar interests and issues to magnify voices.
Through its sister entity, Executive Law Partners, PLLC, the firm will provide “one stop” resources to companies seeking to form, grow, build and thrive in commercial, federal, state and international markets.
XLP Consulting begins operations with consulting contracts already in place and is taking on new clients by appointment.
