Managing Partner & Chief Executive Officer

The Honorable David Ramadan is an executive and international consultant with over 25 years’ experience in business, government relations, leadership, management, marketing, communications, public policy, public relations, immigration, community affairs, legislative advocacy, grassroots, and minority engagement.

David specializes in leading external affairs and practicing business diplomacy with government entities, public officials, communities, stakeholders, and political parties. He drove expansion into local and global markets for American franchises, pharmaceutical, food manufacturing, consumer goods, and retail corporations, orchestrating legal strategy, government licensing, human resources, community engagement, and sales and marketing.

David served in the Virginia House of Delegates from 2012 to 2016. He served on the oldest and newest committees: Privileges and Elections, where he chaired the Constitutional Amendments Subcommittee, Science and Technology Committee, and General Laws Committee.

David is an adjunct professor at George Mason University (his alma mater). He also served as a member of the George Mason University Board of Visitors, appointed by the Governor of Virginia.

David has advised political candidates, including those for president, governor, and U.S. Senate and House on business issues, grassroots outreach, and minority engagement. He is frequently quoted in national publications and asked to appear on television and radio, including The New York Times, CNN, The Hill, The Washington Post, The Richmond Times-Dispatch, and NPR.

David emigrated to the United States from Lebanon in 1989 after attending International College in Beirut. He is a graduate of George Mason University with a Master of Arts degree in International Trade and Transactions and a Bachelor of Arts degree in Governments and Politics. He completed graduate studies at Oxford University, the American Graduate School of Business in Geneva, Johns Hopkins University, and Georgetown University.

David is currently pursuing a Doctor of Education degree in Leadership and Learning in Organizations at Vanderbilt University.

Michelle Burnett-Johns

Chief Operating Officer

Chief Operating Officer Michelle Burnett-Johns brings over 30 years’ experience in management and administration to XLP Consulting. She is responsible for all business operations of the firm, including, but not limited to, human resources, finance and accounting, client relations, marketing and systems implementation. Michelle has spent decades in real estate, retail management, legal support services and non-profit organizational leadership. She currently also serves as the Director of Operations for Executive Law Partners, PLLC. Michelle is a serial entrepreneur and has been a founding member and manager of four start-up ventures, including one nonprofit, since 2018.

Milton C. Johns


The Honorable Milton C. Johns has spent 35 years in the government contracting arena, with over 22 years as a licensed attorney. Milton also has almost two decades of experience in education leadership, having served as the elected Chairman at Large of the Prince William County School Board, a member of the Board of Visitors at Radford University (where he served one year as Vice Rector), and as an adjunct professor at Strayer University and Northern Virginia Community College. He holds a Bachelor’s and Master’s Degrees from The George Washington University, and a Juris Doctorate (with High Honors) form George Mason University School of Law. He is published in fiction and nonfiction.

During Milton’s career in government contracting before pursuing his law degree, he performed roles in program management, financial management, business development and business operations. He trained as a Six Sigma Black Belt, and attended USG certification classes in international program management. Milton was awarded the Aeronautical Merit Cross, Second Class, by the Government of Spain in 1995.

Milton has served as inside general counsel and outsource general counsel to emerging and mid-sized businesses and has litigated in state and Federal courts across the country.

James G. Council


James G. Council


Jim Council is a licensed attorney who has concentrated his work in government relations for the last fifteen years. During that time, he has represented a number of healthcare technology companies and a group of residential psychiatric treatment centers, and their state industry association before Virginia’s Executive and Legislative Branches. In addition, throughout this period Jim has lobbied on behalf of the Commonwealth second largest school division.  As a result, he has gained a thorough understanding of K-12 education and the numerous funding, operational, and legislative challenges that school divisions confront. Given the volume of legislative matters of common interests to school divisions and localities, Jim has maintained close working relationships with representatives of VACO and VML.

Prior to devoting his efforts exclusively to government relations, Jim was the Vice President/General Counsel of a nationwide healthcare company that operated state Medicaid programs in approximately forty states.  Among his responsibilities he managed lobbyists in about 20 states and personally conducted all government relations efforts for the company in Virginia and Pennsylvania.  Jim also served on the Board of Directors of the national trade association of pharmacy benefit managers.

Before returning to the private sector, Jim was an Assistant Attorney General-Finance. During his tenure there, he served as counsel to a number of state bond issuing agencies and represented the Department of Taxation at the legislative level.  He also authored a number of AG Opinions relating to local taxation matters.

Earlier in his career, Jim was a Tax Manager with Arthur Young & Company (then a “Big 8 international accounting firm) and a partner in a Richmond boutique tax law firm.

Previously, Jim has been an Adjunct Professor of Taxation in the Virginia Commonwealth University Graduate School of Business and served as a Governor-appointee to the Commonwealth Scenic Rivers Commission. He holds B.A. (Economics) and J.D. degrees from the University of Richmond and a Masters of Law in Taxation from William & Mary Law School.

Jim is the resident lobbyist in Richmond.

Stuart Malawer


Stewart Malawer


Stuart Malawer holds a Ph.D. from the Dept. of International Relations at the University of Pennsylvania (Graduate School and the Wharton School). He has a J.D. from the Cornell Law School and a Diploma from The Hague Academy of International Law (Research Centre). He also studied at the Harvard Law School and St. Peter’s College at Oxford University.

Professor Malawer was a member of the Virginia Governor’s trade missions with Governors Warner and Kaine to China, India and Japan. In recent years he has travelled to Russia, Dubai, Brazil, Cambodia, Indonesia, Thailand, and Malaysia. Dr. Malawer was awarded the Hardy Cross Dillard Award by the Virginia State Bar, served as Chairman of its International Practice Section and Special Editor of the Virginia Lawyer.

He recently published three books on global trade law, national security law and the World Trade Organization Law and litigation. Most recently, he published articles on the US-China trade litigation and cybersecurity and on President Trump’s trade policy. He was appointed as the only American editorial board member of the new journal China and WTO Review published in Korea. Professor Malawer was a gubernatorial appointee (by Governor Kaine) to the Board of Directors of the Virginia Economic Development Partnership and has been recently appointed by Governor McAuliffe to the new Virginia International Trade Advisory Committee.

Dr. Malawer was the principal investigator of a recently funded study by the Dept. of Defense on cybersecurity export markets. He continues to serve as counsel and board member at SCIT Labs, a spinoff from George Mason University, as well as a member of the International Cyber Center at George Mason University. Dr. Malawer is also an Affiliated Faculty Member of the new National Security Institute in the George Mason University Law School and is on the Advisory Committee of the new Hayden Center for Intelligence and International Security in the Schar School.

He serves as an international arbitrator for the American Arbitration Association and consults with private law firms and companies engaged in international transactions. Professor Malawer served as the Director and Founder of the Graduate International Transactions Program at George Mason University (a master’s program in international affairs). He was subsequently named the Distinguished Service Professor of Law & International Trade, as well as the Director of the Oxford Trade Program. This program was held annually in partnership with St. Peter’s College at Oxford and Geneva. The GMU Alumni Association named Professor Malawer the Distinguished Faculty Member of the Year.
