Milt C. Johns, President & CEO

The Honorable Milton C. Johns has spent 35 years in the government contracting arena, with over 22 years as a licensed attorney. Milt also has almost two decades of experience in education leadership, having served as the elected Chairman at Large of the Prince William County School Board, a member of the Board of Visitors at Radford University (where he served one year as Vice Rector), and as an adjunct professor at Strayer University and Northern Virginia Community College. He holds a Bachelor’s and Master’s Degrees from The George Washington University, and a Juris Doctorate (with High Honors) form George Mason University School of Law. He is published in fiction and nonfiction.

During Milt’s career in government contracting before pursuing his law degree, he performed roles in program management, financial management, business development and business operations. He trained as a Six Sigma Black Belt, and attended USG certification classes in international program management. Milt was awarded the Aeronautical Merit Cross, Second Class, by the Government of Spain in 1995.

Milt has served as inside general counsel and outsource general counsel to emerging and mid-sized businesses and has litigated in state and Federal courts across the country.

Chief Operations Officer Michelle Burnett brings over 30 years’ experience in management and administration to XLP Consulting. She is responsible for all business operations of the firm, including, but not limited to, human resources, finance and accounting, client relations, marketing and systems implementation. Michelle has spent decades in real estate, retail management, legal support services and non-profit organizational leadership. She currently also serves as the Director of Operations for Executive Law Partners, PLLC. Dr. Michael E. Wooten, Consultant

The Honorable Michael Eric Wooten, Ed.D., is a nationally renowned procurement executive. Dr. Wooten is a retired Marine Corps officer and a combat veteran with 30+ years’ experience in the Department of Defense. From August 2019 through January 2021, Dr. Wooten served as Administrator for Federal Procurement Policy, where he oversaw the U.S. federal procurement enterprise, which manages over $3 trillion in total contract value.  He previously served as the Deputy Chief Procurement Officer for the District of Columbia Government, where he signed all contracts over $1 million and managed the District’s $5.2 billion annual contracts spend. Dr. Wooten is currently vice president for strategic direction at a national organization, which generates over $700 million in annual revenue, principally through Federal contracts.
Senate Confirmed in August 2019, Dr. Wooten served as the 15th Administrator for Federal Procurement Policy. He was the senior U.S. official responsible for policy pertaining to acquisition, contracting, and the acquisition workforce. He directed policy for the three trillion dollars federal procurement enterprise. His oversight responsibilities include chairing the Federal Acquisition Regulatory Council, the Chief Acquisition Officers’ Council, and the Cost Accounting Standards Board.
In addition to his role as America’s chief acquisition officer, Dr. Wooten also served in the U.S. Department of Education as the Acting Assistant Secretary for Career, Technical, and Adult Education and then as a senior adviser within the Office of Federal Student Aid immediately prior to his appointment as Administrator. He held earlier posts as the Deputy Chief Procurement Officer for the District of Columbia Government and Professor of Contract Management at the Defense Acquisition University.
Dr. Wooten has also served on the boards of the Prince William County Public Schools, Northern Virginia Community College Board, Fork Union Military Academy, the Northern Virginia Community College Education Foundation, and the Northern Virginia Workforce Investment Board.
Dr. Wooten was retired from the U.S. Marine Corps at the rank of major after 20 years of service in the officer and enlisted ranks. His military decorations include two Meritorious Service Medals, a Joint Service Commendation Medal, an Army Commendation Medal, a Navy, and Marine Corps Commendation Medal, and a Combat Action Ribbon earned while leading humanitarian missions in Afghanistan. He holds an earned doctorate in higher education management from the University of Pennsylvania, a Master of Science degree in contract management from the Naval Postgraduate School, and master’s degrees from The George Washington University and Norwich University. He received a Bachelor of Arts degree in Psychology from Chapman University.

Cody Fowler, Consultant

Cody Fowler has more than 12 years of legal practice and is a member of the Florida, and District of Columbia bars and approved to practice in Colorado pending admission. Ms. Fowler is also a registered Patent Attorney, a former Air Force developmental/flight test engineer and a U.S. Air Force Academy graduate.

Ms. Fowler focuses her practice on National Security Law, Government Contracts, Compliance, Administrative and Aviation Law. Prior to joining XLP, Ms. Fowler was a judge advocate in the United States Air Force. She retired in 2021 as a lieutenant colonel after 20 years of service. She practiced in a variety of areas, including government contracts, national security law, government ethics, aviation law, and military justice.

Her JAG responsibilities provided her significant individual responsibility and excellent leadership skills. In her final assignment prior to retirement she focused on aviation law, classified contracts, and national security issues for an Air Force Special Operations unit. She provided legal analysis on matters of first impression, including briefing the SOCOM Acquisition Executive on expanded authorities for SOCOM contracts. While stationed at Shaw AFB and Andrews AFB, she oversaw 13 attorneys and 16 paralegals responsible for prosecuting all courts-martials in the respective commands. Ms. Fowler has litigated a number of courts-martials, including courts a number of courts with classified evidence.

Her unique background as an engineer with a B.S. and M.S. in Engineering Mechanics, makes Ms. Fowler uniquely qualified to assist engineering and manufacturing clients with intellectual property protection, patent applications and registrations, specification review and analysis. Ms. Fowler is quick to understand the technical details of projects and provide in depth analysis for contract drafting and review. Her experience as a flight test engineer gives her both breadth and depth in understanding the entire DoD acquisition process.

Jennifer Longmeyer-Wood, Consultant

Jennifer Longmeyer-Wood has more than 20 years of legal practice and is a member of the District of Columbia bar. Ms. LongmeyerWood’s primary areas of practice include Government Contracts, Administrative Law and Civil Litigation. Prior to joining XLP, Jennifer spent 20 years with the Department of Homeland Security, Immigration and Customs Enforcement (ICE) and with the District of Columbia’s Office of the Attorney General (formerly Office of the Corporation Counsel). As the Chief of the Commercial and Administrative Law Division (CALD) at ICE, she led a team of 13 attorneys providing legal advice on procurement, fiscal, environmental law, suspension and debarment, and represented ICE in contract disputes and protests before the Government Accountability Office (GAO), the Civilian Board of Contract Appeals (CBCA), and as agency counsel assisting the Department of Justice in claims before the Court of Federal Claims (COFC).

Ms. Longmeyer-Wood and her team also advised the ICE Office of Acquisition Management on all matters regarding government procurement – from inception, drafting of documents (i.e. Requests for Proposals, amendments, contract terms), through negotiations to final contract, and any resulting litigation (protests or claims). Ms. Longmeyer-Wood was the first ICE debarment counsel and handled the first debarments at ICE, ultimately drafting the standard operating procedures followed by ICE and a standard-bearer for suspension and debarment at DHS.

Ms. Longmeyer-Wood also served as Chief Counsel, Minneapolis for ICE. In this role, she led a team of 15 attorneys and 5 support staff. Her area of responsibility covered 5-states (Minnesota, North Dakota, South Dakota, Nebraska, and Iowa). After serving as Chief Counsel, Ms. Longmeyer-Wood was selected as Deputy of Field Legal Operations at ICE, responsible for strategic oversight, management and supervision of the 13 Chief Counsel in the eastern half of the United States.

Ms. Longmeyer-Wood started her legal career with the District of Columbia Office of the Attorney General as a procurement attorney. At D.C. Office of Attorney General, she represented the government in claims and protests before the D.C. Contract Appeals Board and administrative matters before the D.C. Superior Court.
